In the episode "Rogue Element" of The Walking Dead Season 11, the dark sides and underground world of the Commonwealth are gradually revealed after the incident at the Halloween Party, followed by the sudden and mysterious disappearance by Stephanie.

Eugene is flourishing in a romance with Stephanie but suddenly one day she suddenly just disappears. A man full of logic, Eugene conducts investigations into her disappearance, even involving Princess, according to a conspiracy theory that "Stephanie was taken by some rogue element".
However, the result brings him humiliation to learn that Stephanie is a top spy or agent, and it is all just a trap or a drama to draw the Alexandrians to the Commonwealth.
After the incident at the Halloween Party, Connie wants to interview Tyler Davis and put it on The Commonwealth Tribune; however, the Editor-in-Chief refuses it and instead asks her to write a press release for the Governor.
When Connie follows Mercer to write articles about the military, she tries to convince Mercer to help Tyler Davis. Mercer returns to the hospital where Tyler is being treated on guard to learn that he has been taken away, although such decision require Mercer's authorization.
Deputy Governor Lance proves to be a dangerous double-faced figure. Pamela is a powerful political family, and Lance from a low starting point must wholeheartedly serve the Pamela family for many years to get a position. Currently, Lance is running a network of underground agents whose purpose is still unknown.
Outside the Commonwealth wall, there is a farm that grows poppies to make opium for the hospital, in return they are paid by the Commonwealth. Recently, the farmers went on strike; Lance takes Carol with him to help him find out the true cause behind such strike.
